A training needs assessment (TNA) is a systematic process for identifying the gap between current employee knowledge, skills, and abilities and the level required for effective job performance. It operates at three levels: organizational analysis (strategic goals and resource allocation), task analysis (specific job duties and competency requirements), and person analysis (individual employee skill gaps).
Conduct a comprehensive TNA annually as part of workforce planning. Supplemental assessments should happen when new regulations take effect, after significant incidents or audit findings, during technology or process changes, when employee turnover exceeds targets, or when new roles are created.
Use multiple data sources for accuracy: performance reviews and appraisals, incident and near-miss reports, compliance audit results, employee surveys and interviews, supervisor feedback, job descriptions and competency frameworks, customer complaints, and regulatory change logs. Cross-referencing multiple sources reduces bias.
Prioritize based on four factors: regulatory urgency (is non-compliance creating legal risk), safety impact (could the gap lead to injuries or fatalities), business impact (effect on productivity, quality, or customer satisfaction), and feasibility (available budget, time, and delivery methods). High-risk compliance gaps should always rank first.
A skills gap analysis is one component of a broader training needs assessment. The skills gap analysis focuses specifically on comparing current employee competencies against required competencies for their role. The full TNA also examines organizational strategy, resource constraints, delivery methods, and whether training is actually the right solution for the identified gap.
